Beltrami County Housing Trust Fund Supportive Housing Programs Application

Overview:

The Beltrami County Housing Trust Fund was created to strengthen housing stability across our community by investing in programs and housing development that increase housing in our communities, support vulnerable households, and remove barriers to safe, stable housing.

The Beltrami County Housing Trust Fund is administered by United Way of Bemidji Area, with funding recommendations made by community volunteers serving on the Beltrami County Housing Trust Fund Cabinet and final approval through an established allocation process.

Purpose of Funding:

The Beltrami County Housing Trust Fund is currently requesting proposals for local programs that help individuals and families obtain or maintain stable housing. Funding is intended for services such as rental assistance, supportive housing programs, housing stabilization services, and other direct supports that keep families and individuals from losing housing and to help those experiencing homelessness find housing.

This request for proposals (RFP) is not for new construction or housing development projects, unless they are directly tied to housing supportive services. Instead, it focuses on helping people access and sustain safe, stable housing through community-based programs. Funding prioritizes programs that demonstrate measurable impact and collaboration with other community housing resources.

Additional RFPs for new construction/housing development projects will be released at a later date.

Eligible Activities May Include:

Examples of eligible uses include, but are not limited to: 

  • Short-term rental assistance or arrears support
  • Housing stabilization or retention services
  • Supportive housing programming
  • Case management connected to housing stability
  • Move-in assistance (deposits, application fees, etc.)
  • Construction or rehabilitation, directly tied to housing supportive services (if applying for this use, it is strongly encouraged that you reach out to United Way to discuss your program/project before submitting an application)
Not Eligible For Funding: 
  • New construction or housing development, not directly tied to housing supportive services
  • Property acquisition
  • General operating expenses

Application Opens: February 18, 2026
Application Deadline: March 18, 2026, 4 pm
Funding Notifications: April 2026
Funding Period: June 2026-May 2027
